TheWoWDBFoxes became weirdly invisible/phased out to where they couldn't be seen at all, but they were still there, I just snapped randomly in directions where they were for all the other quests and got credit.
Likely could have been easily fixed by a reload, logout, or potentially phase in/out but who knows.

As mentioned here, a reload does seem to reset ALL (?) Thorntails in the area for a 2nd shot (or else just made more of them visible). I had got to 7/10 and no luck finding another, read the comments /reload and they all seemed to be back and ready to shoot. :) Thanks for the help!
The daily quest Royal Photographer that you do later may work along the same lines.
You can still get credit for a fox if you see it far away and it gets invisible when you get closer, the NPC is still there, just invisible.

Description
We are running low on food for the thorntails. It is odd. They should be hunting for a larger portion of their food. Can you take some pictures of them for documentation purposes? Perhaps it will shed some light on the issue.
