All the instructions here aren't precise and I didn't want to watch a video just to complete a simply quest. I had to abandon and re-take it twice til I figured it out. ALL the text would show, but it wasn't completing and I never saw a shadowy figure. I was standing in FRONT of the wagon by the tongue of the wagon. Don't do that.

Stand directly BEHIND the wagon, in front of the two girls standing there and it completes, and the shadowy figure shows up on top of the wagon.

Hope this works for you.

Description

It looks like the meeting the shadowy figure spoke of is starting soon. The homeless are starting to mobilize. I need you to attend the rally and gather information, {name}. Go to the center of Moonbrook and listen in on the rally. Return to me with whatever you find out.
