The other replies are partly correct. You do need to do the quests from the Saldeans to get this one. Then, after delivering the stew from Salma Saldean to Hope, you need to do In Defense of Westfall which is also from Marshal Gryan Stoutmantle. This quest becomes available after you finish that one. Additionally, you'll need to do Feeding the Hungry and the Hopless from Hope to receive the follow-up to Stoutmantle's first quest.
It seems that the quest requires some prereq, cause I got directly to Gryan Stoutmantle with my 14 lvl rogue, and he gives no quests to me.

Description
SI: 7 has been tracking Helix Gearbreaker since he entered Alliance territory two weeks ago. The letter I received from Mathias Shaw explained that he sent an agent by the name of Kearnen to Westfall to shadow Helix. Find Agent Kearnen and you'll find Helix Gearbreaker. Kearnen came into town for supplies two days ago. She mentioned that she would be near Mortwake's Tower, southeast of here, on the Dust Plains. Get going, {name}.
