Ok, if you're not reading the chat log when this quest finishes, you'll miss the part about going to Stormwind and talking to the king to finish.
I had issues with this quest while doing Chromie Time with my priest who is level 48. Exiting Chromie Time does not phase you back in to see her. Since I haven't started the entry quests for BFA that sends you to Boralus, I went ahead and completed Battle for Azeroth: Tides of War and The Nation of Kul Tiras and then headed back to Stormwind Keep and [npc=1750] finally showed up for me and I was able to turn in my quest. You don't have to do any quests once you enter Boralus. Just go back to Stormwind however you can.

Description
I had no idea that VanCleef had a daughter, {name}. If there was one thing that man was exceptionally skilled at, it was keeping secrets. How tragic. Poor thing witnessed a horrible act. Had I only known. What was that? Did you hear something? It seems as if the gnolls are pulling back... where are my guards? ON GUARD, {name}!
