Currently in Cataclysm Beta, I have been unable to hand in the quest. The NPC 'Skorn Whitecloud' cannot be found anywhere in Bloodhoof Villiage.
Edit: He is now located in a new camp (Camp Sungraze) located at 49,17. For those without coords this camp is located halfway between the Wildmane Waterwell and Red Rocks and appears on the new maps.

I just completed this quest, and after turning it in, I spoke with Skorn one more time. He said, "You killed Ghost Howl. You're a stud!"
I thought that was pretty cute. :)
