Marl Wormthorn can be found inside the hollow tree in the Tainted Forest (it's a cave-like entrance). "Throw" your Demoniac Vessel at the quest mob, releasing him from his shadowmourne-like prison (aka: Marl's Shield). Defeat him and return to Mayor Charlton Connisport in Surwich.
Incredibly sad quest. With all the "cleansing" and druids about I've no idea why they don't try to "fix" him instead. He seems aware of what's going on, his abilities are all still standard druidic rather than demonic, etc :(
