If the NPC for turn-in has the yellow question mark above his head, but the quest text only shows it as gray, you can still turn in the quest successfully anyways. Also, you need the Quest Item in your bags to turn it in. It's called the Vial of Swirling Shadow.
You can place a Ticket to a GM and they should be able to restore that if it was deleted.You can use the self-service Item Restoration to get the item back. https://us.battle.net/support/en/restoration
