I've been farming the rares for the mounts in this expac and, after having no luck getting Nakk but all the other were fine, I saw a comment saying you needed to do quests here to get to the right phase for him (unsure at this time if it is true or not). This quest WOULD NOT show up for me. I have a level two Garrison but didn't really do any of the WoD quests so I didn't get the breadcrumb quest leading into this.
I finally got it to show up by flying over to Nagrand but NOT near the quest, dismounting, and walking on foot over to the quest marker and that worked. I know that a couple other quests in WoD that I've seen that had that issue with being mounted not registering the player or something but try that before you pull your hair out and hopefully that helps.
