I boosted a toon to 100 and wasn't sure how to start Nagrand. My boosted toon was able to start on this quest by simply going to 86.4 66.2 and talking to Lieutenant Balfor. Note that without "trivial" quests turned on it appeared there was nothing there. But he's laying on the ground dying. I literally never did any questing with this toon before in WOD material. (It might be important to note that boosted toons do have a lot of garrison development already done.)
