TheWoWDBThis quest is handed into Kalecgos, who spawns once you view the cut scene movie that shows when you click the Scrying Orb. Please note though that you (or another member of your group) must watch the entire cut scene for him to spawn otherwise he will not appear. He flys in a few yards away from the Orb, he then starts the follow-up Hard to Kill

Patience is the key to completing this quest. I was hitting "escape" to skip the cinematic and Kalecgos would not show up, but after I finally watched it all the way through, he was waiting for me when it was over. Hope that helps someone.
That would be Anveena Teague. She is in fact not a human at all, but rather the remaining energies of the Sunwell transfigured into the form of a human avatar by the red dragon Korialstrasz.
