TheWoWDBKk, I figured out why you may not have the tabard despite finishing the quest, it's pretty dumb.
If you reached renown 10 first on an alt (say a human to reach renown 10 faster) and for some reason didn't turn it in on THAT CHARACTER, any other character you turn this quest in on will not receive the appearance, and therefore you won't receive it account-wide. My human had some npc questgiver from the Ohn'ahran Plains follow him into the Emerald Dream, which prevented Melsysra from spawning.
Really dumb functionality as always.

I have the tabard on my horde due to this quest. When I completed on my first alliance, it completed but did not give me the tabard. Support gave me stupid answer, go get it from your wardrobe for transmog. I want to actually put it on, that is different than transmog.
This is one of the rewards for reaching Renown 10 with the [faction=2574].
