If you are at level 100 and wondering how to complete this quest without one shotting the mob: just walk with your toon inside a Druid of the Flame, he is gonna aggro and the Shadow Warden that is accompanying you will damage him enough by herself and eventually throw a trap.
As of 3/5/23, my "guaranteed" completion is:
Drop [item=199896] and hit it with an auto attack. This causes the warden to attack it.
Run to a druid, and hit them with the [item=137663].
Run back NEAR the warden attacking the fish head, where he dropped his trap.
After that, it was just a matter of interrupting the druids spell cast, so they'd run over to me - and right over the trap.
GL, hope this helps somebody else, too.ETA: The warden will attack whatever you target - even if you don't cast anything, so don't target the druid you WANT to trap, until the warden is already attacking the "dummy". Yes, this includes at range, too, up to 40 yards, it looks like.

We must tread carefully, {class}. Fandral's Druids of the Flame practice their fiery magic beyond the pillars to the north. I need you to capture one of those druids alive for questioning. We must seize every opportunity to learn of their plans. One of my wardens will accompany you. Follow her instructions if you wish to survive.
