TheWoWDBI spoke to Moira Thaurissan and "queued" for it, but I've been alone in the raid for the last five times I've tried. Is that normal?

Also spoke with Moira Thaurissan to queue in & was alone. Queued into raid finder (just like a regular dungeon/raid finder) and they have a section for Blackrock Depths on the dropdown during the event. Queue times are quite long on my server, but at least it's something. Edit: Queue for The Imperial Seat when you do it.
For this non-repeatable Quest, why didn't they add a Follower Raid, like they did for Nerub'ar Palace...?
