A note to make, Blood elf starting quests can only be done by blood elf race characters, sadly I found this out when i tried to do the starters on my undead warrior. After walking to UC and translocating there I was terribly disappointed.

The Springpaw Lynxes and Springpaw Cubs which wander almost everywhere across Sunstrider Isle often drop the Lynx Collar quest items. I advise you to pick up this quest and kill the Lynxes on the way to and from other Sunstrider Isle quests, as doing so will likely make the search for Lynxes a bit less strenuous.

Description

Your effort has made something clear that, honestly, I wish were not true. The unchecked power of the Burning Crystals has maligned a much larger swath of the isle's natural balance than I thought. We must now take on more unfortunate measures to reclaim control. The nearby lynxes have succumbed to the influence of the crystals, and they must be put down. Bring their collars, {name}, as I may yet be able to fashion a magical restraint to turn some back from being uncontrolled.
