TheWoWDBYou may complete this quest and "Come Prepared," and find that the questline abruptly ends. There SHOULD be a quest giver standing right next to Engineer Hexascrub named Jorlan Trueblade who gives "Hostile Waters." If you do not see Jorlan then ride back to the Tranquil Wash and wander around a few minutes, check the Engineer Supplier, talk with nearby NPCs, whatever, then ride back to Engineer Hexascrub's location and Jorlan should be there.
I know this sounds hokey, but it worked for me. I suggested it to others having trouble in zone and it worked for them. The intricacies of phasing technology elude me, honestly, but if it helps, it helps. Best wishes.

I found as many on the ground as I did being dropped. Not the best drop rate. I guess the leaf guys were mad at us for taking their supplies in Kal'Kuk every day.
The Coil of Rope is not a 100% drop off of the Kvaldir, but you can occasionally find it lying around on the ground, so you may want to swim around a bit first to see if you can find any on the ground.

Description
Survival kits never have any rope. It makes no sense! No sense at all. I bet those Kvaldir have rope. They're always riding around in boats, tying knots, dressing in nets. Go take some rope from them! I must have it for our plan to work. Absolutely must.
