If you are looking to complete Conqueror of Azeroth OR Deathbringer, this quest can be used in your desired zone with WARMODE ON to acquire any of the Tour of Duty achievements.
PLEASE NOTE: You can only do this ONCE per character, per PvP season.
To check if this quest has already been completed on your chosen character for the current season use the macro linked below:

IMPORTANT: It seems to be bugged if you complete the quest while in Boralus/Dazar'alor/Oribos and so it is recommended to be outside the cities before completing.
Again, MAKE SURE WARMODE IS ON!
Don't be like me and actually try to pick this quest up in the zone itself, it's not there. You have to queue up for the epic battleground "Battle for Wintergrasp". If the battle is ongoing, you will have to ask someone to share the quest, because you can only pick it up at the very start :) Hope this helps those that were confused like me :)

Description
While Dardosh might be content with slaying our foes, it is of the utmost importance that we control Wintergrasp Fortress. Do whatever it takes to ensure Wintergrasp is ours. However, don't think we'll just let you stand around while your allies do your dirty work for you. If you're not at least a second level recruit by the end of the battle, don't come back.
