WG quests reset on Tuesday after maintenance AND four days after you turn in the quest. Contrary to popular belief (and contrary to the blue posts announcing these changes), they are not on a 7 day reset timer. Thus, you can do the quests twice per week.
This makes sense, as it brings the rewards in-line with what was previously available before the reset timer was put in place to lessen WG lag (20 shards per quest vs. 21 shards, 7446 honor vs. 8,750). In my opinion, this is actually a slight buff for people grinding honor and tokens, since it is far easier to do these quests twice a week, as opposed having to do them every day of the week. If you even missed one of the seven days under the old system, you're probably better off under the new system (20 shards and 7446 honor vs. 18 shards and 7500 honor).
At any rate, if you first do the quests on the date listed below, you can do them again on the day subsequently listed:
Tuesday -> Saturday
Wednesday -> Sunday
Thursday -> Monday
Friday -> Tuesday
Saturday -> Tuesday
Sunday -> Tuesday

Alright, here's how to find him. If you go at any random time to your landing site or the keep when a battle isn't scheduled any time soon, he'll most likely be there. However, both at the start and end of a battle, I assume as part of the process that resets Wintergrasp, EVERY quest NPC despawns. A few minutes after the start of the battle or the end of it, they'll spawn where they're supposed to be, either at the landing camp or in the fortress.
Edit - Example Process:
Alliance controls WG, 30 minutes until battle
He is spawned at the Flight Point
or
Horde controls WG, 30 minutes until battle
He is spawned in the FortressBattle Begins
He is despawned
About 5 minutes into battle
He respawns at wherever he was before the battle startedBattle Ends
He is again despawned
About 5 minutes after battle
He respawns in Fortress if Horde won, at the base camp if Alliance won

While Dardosh might be content with slaying our foes, it is of the utmost importance that we control Wintergrasp Fortress. Do whatever it takes to ensure Wintergrasp is ours. However, don't think we'll just let you stand around while your allies do your dirty work for you. If you're not at least a second level recruit by the end of the battle, don't come back.
