With the heavy phasing I just stood there for about a minute and he came flying by.
He patrols in a clockwise direction along the far edges of the quest zone indicated on the map.
He seems to respawn with maybe a minutes window around above mentioned co-ordinates

Although most of you say that saw him on the lake on northwest of Pride of Vol'jin (of course, he flies around the map), me and my group found his true spawn place: 70.12, 38.12. He spawned 3 times there with each one of my group and 2 times more while I was writing this comment in english and in portuguese. Have a nice hunt!
