This quest is still available. I got this quest today from [npc=24369] in Shattrath City. Note that this is a random daily quest which may or may not be available on a certain day, so you may need to visit the mentioned NPC for a few days until this quest pops.
This quest map is incorrect as it shows that the quest be competed in [zone=3562].
The quest can in fact be completed in [zone=3713]. The quest item drops off the final boss in the instance [npc=17377].

Description
There is no accounting for taste. Take my most recent buyer for instance. There is a blood orc within Hellfire Citadel known as Keli'dan the Breaker. He bears a most mundane stave; certainly nothing to take a second glance at. And yet, this is what my customer wishes. Who am I to say no? If you desire my compensation, you will find him and his stave within the Blood Furnace.
