TheWoWDBHere's how I got this quest to show up on Warchief's Command Board:
1. Select Draenor Timewalking from Chromie. You get a quest to meet up with Khadgar.
2. Go to portal room and talk to [npc=149626] downstairs about teleporting to Blasted Lands.
3. Talk to Khadgar and start the long scenario.
4. Complete the intro quest chain to Draenor all the way until you arrive to Frostfire Ridge.
5. I picked up and abandoned A Song of Frost and Fire. (Completing the previous quest The Home of the Frostwolves is probably good enough.)
6. Hearthstone to Orgrimmar and all the Draenor quests should now be available from the Board.

Description
All able-bodied members of the Horde are hereby ordered to report to Stone Guard Brox in Nagrand on Draenor. Thrall is establishing a Horde outpost and needs help to stop the Warsong clan. Speak with Bron Skyhorn to fly to Nagrand and meet up with the supply caravan. For the Horde!

Can confirm, it works
I tried this on a level 17 in chromie time, but was only able to get Frostfire Ridge and Gorgrond. I cleared the board of everything so I'm not sure how to get the other zones. Frustrated. Edit: after troubleshooting this, I suspect you need to be level 35 to be able to pick up all the quests, as the zones on the map have level suggestions. Talador is 20, Spires of Arak is 30, and Nagrand is 35. Will report back when I find out. Second Edit: You do need to be 35 to get all the Warlords Command Board quests through this strat. Just a tip! Thank you for the strat!
