Cenarion Emissary Blackhoof is located outside the long house on the far left end in the valley of wisdom. It looks like he's inside the house, but he isn't, in case you're having trouble finding him. Talk to him and he'll transport you to Moonglade.

Like other expansions, does anyone know if it is possible to start the Mt. Hyjal quests at 78? EG: Burning Crusade you could start at 58, and Wrath you can start beginning questline at 68.
UPDATE: The answer is no, you must be level 80.
Trying to unlock the Mount Hyjal portal was an adventure as a 110 Demon Hunter in patch 7.3.5. The quest Warchief's Command: Mount Hyjal was no longer available from the Warchief's Command Board like it was on previous characters in earlier patches. Flying to Mount Hyjal and completing quests there DOES NOT unlock it. What does work is going to the the Western Earth Shrine in the Valley Of Wisdom (The cluster of portals area), speaking to Farseer Krogar, completing the quest The Eye Of The Storm, then the follow-up quest Disaster at Mount Hyjal. The last quest being the one that sends you to Cenarion Emissary Blackhoof, you speak with him and he ports you over to Mount Hyjal.

Description
All able-bodied members of the Horde are hereby ordered to report to Emissary Windsong at Nighthaven in Moonglade. Our brothers in the Cenarion Circle report that Deathwing's minions have launched a destructive offensive against the world tree and threaten to burn it to the ground! Speak with Cenarion Emissary Blackhoof to gain entry into Moonglade. Blackhoof is located at the tauren district in the Valley of Wisdom in Orgrimmar. Onward, brother! Destiny calls!
