The Restless Tides are Water Elemental elites with ~6.2 Million HP each. They are immune to most crowd control and kiting abilities which is what makes this a little more difficult.
Make sure to interrupt them when they're casting the bubble spell, otherwise bring a friend or look on group finder for a buddy if you find yourself having trouble dealing with them. If you're on a high population server, the whole thing is a clown fiesta and you'll be fine.
The Saltsea Droplets are regular mobs in nice clumps that are perfect for AoE.

Ok. This is ridiculous. If you don't have an interrupt, or a pet, good luck with the Restless Tides at less than 850. They just stun you over and over again and keep whacking away until you're dead. Plus they are surrounded by Saltsea Droplets. There is one around 40,43 that is alone. At that location you can back up against the cliffs when he does his blowback. The blowback anywhere else will likely aggro you into another set of droplets or worse, another restless tide. So hang out at 40,43, and you should be able to solo the one that stands around there at level 850.
