Placing an Inscription work order requires 2x Cerulean Pigment.
If you do not have inscription as a profession, talk to Eric Broadoak. He will offer you a Draenic Mortar in exchange for 5 Blackrock Ore. This can be used to mill your herbs and create the Cerulean Pigment.
