If you do Finding Stormclaw (as I did), you already talked to [npc=38269], which probably is why this quest was not offered to me. I assume that would apply to anyone else.

You've already met one of my new students, the young worgen named Garl. My other student is a troll by the name of Zen'Aliri. He currently camps with the explorers of Marshal's Expedition, to the west of here. Take these results to him, {name}, and tell him to read them well.
