Updated for patch 5.4.8:
Mat breakdown:
- 1x Darkwater Potion = 3x Desecrated Oil => 3 oil per potion
- 2x Desecrated Oil = 3x Spinefish => 1.5 fish per oil
Therefore, each pot costs 4.5x Spinefish to make, for example if you want a stack:
- 20x Darkwater Potion * 4.5 = 90x Spinefish => 4 and a half stacks of fish for a stack of potions
Or if you have some fish and want to know how many pots you'll get from it, for example if you have a stack:
- 20x Spinefish / 4.5 = 4x Darkwater Potion => may give you spare oil and/or fish, in this case 2 fish
- Basically, not to get spares, use fish in multiples of 9 (2 pots); for your convenience that's: 9 / 18 / 27 / 36 / 45 / 54 / 63 / 72 / 81 / 90 / etc
Fact list:
- Desecrated Oil will proc only from Elixir Master; Darkwater Potion follows the more expected behavior of proccing from Potion Master.
- It also gives Underwater Breathing, although not mentioned in the tooltip.
- It breaks stealth upon use.
- It's the only thing Spinefish and Desecrated Oil are used for ([spell=127062] never went live).
- It's at long last an update and improvement over Alchemy's previous Swiftness Potion and [spell=7841].
- Combined effects = more power: since those previous potions share the 1 min CD, the combination of both speed effects is quite effective. This makes for a very versatile item, also including an unique model modifier (with a low CD).
- This makes its demand/price reasonably high, especially for PvP. In MoP it was also used for Challenge Mode dungeons, although invisibility potions were favored.
- There is still a use for Swiftness Potion since it has the advantage of not breaking stealth and being possibly cheaper/easier to get.

This is quite possibly the best potion for PVP and has great uses in PVE. I would almost classify it as being overpowered.
I created the video below to help people farm the ingrediants for this potion, as I hardly EVER see someone use it, yet it is so powerful and can actually be game breaking in Capture the Flag BGs.

I hope you find it helpful!
Contrary to what WoWhead says about this item (as of the time I'm writing this comment), this does NOT require 575 Alchemy skill to make.
My alchemist acquired this recipe at skill 550.
