Where or how do you get this spell?
This particular polymorph spell was probably taken away for a few reasons. Particularly it is difficult to see a serpent compared to the other polymorph critters. It's also non-distinct with hunter traps, which could be a big problem with a mage/hunter team in Arenas.
It might be reintroduced if they were to use a different snake/serpent model, but I wouldn't hold my breath.
Tooltip
Transforms the enemy into a harmless serpent, wandering around incapacitated for 1 min. While affected, the victim cannot take actions but will regenerate health very quickly. Damage will cancel the effect. Limit 1.
Only works on Beasts, Humanoids and Critters. When critters are affected, can affect multiple targets, and has a duration of 1 day.

I think this spell may have been removed. Perhaps because the snake is too small and hard to see.
The random polymorph macro: /castrandom Polymorph(Rank 1: Pig), Polymorph; You can add as many as you like, separate spells with commas.
The point is flavour. Much like being able to choose what mounts you use, and collecting companions! My mage will be getting as many polymorph spells as possible and using a randomize macro!
/castrandom [harm] Polymorph(Rank 4), Polymorph(Pig), Polymorph(Turtle), Polymorph(Black Cat), Polymorph(Serpent) /stopmacro [noharm] This is a nice Random Cast Polymorph Macro! Just add/remove those polymorphs you have and enjoy!

That would we kindoff, weird... Why would they remove the spell? if the snake is too small, then can scale it up a bit. I'd love to have this, would really be a pity if they actually DID remove it... im so hoping it will still be released. Edit: Grammar
