With The Burning Crusade, these bags became obsolete. There are vendors in Outland that sell 20 slot herb bags.
Actually, these bags are far from obsolete considering no vendor sells this bag (or any herb bag larger than the standard "basic" one). Still recommended to get if you're an herbalist until you can get/make one of the bigger ones.
