According to inscription window, this rank drops from 7th legion/honorbound supplies. So it should need exalted x2 to get it and there is no info so far about the chance it will drop. Maybe someone with a scribe main, can shed some light into it and tell us if he got it in a few tries. I will not bother farming rep for it though, as it is not essential for skill ups.
