PaladinFor anyone else wondering why this doesn't show up for Protection spec:
Tooltip for the Hammer of the Righteous says it replaces Crusader Strike, and you get that at level 14. But it ONLY says that before you qualify for the talent. It doesn’t show at level 14+ even in other specs.

It's a 3 second cd on my Prot pally. Didn't notice any talents or anything to indicate why it's shorter. It just IS for Prot.
The shorter cool down in Protection is a passive ability for that tree that just hasn't made it into the tooltips. This is working as intended. [My theory] The 3sec CD in Protection may be because Retribution has a CD shortening on Crusader Strike from haste, along with Divine Purpose and Zealotry to gain Holy Power where as Holy has Holy Shock and <out of room>
