TheWoWDBAs of 5.0, both the recipe and the chest piece are still available, but one of the mats, Dark Rune, is not. I talked to a GM and they said the Dev team is working to see what can be done about that. Dark Runes used to drop in the old Scholomance, before they upgraded it.
