TheWoWDBEven though you have already earned the achievement on another character, you have to complete the intro quest and get Welcome to Draenor before you can fly on a new character.
Edit: The text above is dedicated to characters that are starting to quest in Draenor. If you come to [zone=7332] by portal or summon and your character is high enough level to be able to fly, and you have already got the achievement, you can fly there. It's only during the intro quest to Draenor you can't.

In case anyone was curious, having this allows any character with flight trained to fly in Draenor, even if you're too low level to actually do any of the content. (Tested on a level 64 alt with Expert Riding skill.)
You have to earn Draenor Pathfinder to learn how to fly in Draenor.
I think this is a good compromise, I hope they follow Draenor's model in the future with delayed flying and then an achievement.
