The recipe requires still Exalted with [faction=609] and can be purchased from [npc=15293] at /way #81 64.6, 45.8. Do note, you need to be in the 'old' Silithus to be able to see her. If you do not see her, talk to Zidormi at /way #81 78.9, 22.0.
