Although, to be fair, "indoors" usually refers to "anywhere you can't mount", so i suppose that's useful as it will apply to...most dungeons. Still, 4% seems a tad small...eh, it'll likely add up. I presume it stacks with other movement enhancing abilities.
Does this stack with Fleet Footed and Hit and Run for an Outlaw Rogue?
