This is possibly the rarest enchanting formula out there. It used to be called lesser block and give block rating before the block stat was removed.
I scan the auction house really regularly, and auctioneer collects statistics on how often it sees items. The formula for this is among the most rare items I have seen. Over the last four and a half years (since I last reset my data), I've seen the formula only 6 times, including the one I just bought. Of course I don't see the ones that are kept rather than sold, or the ones that are posted and snatched up before I have a chance to see them, but that's true for most items. The drop rate is just so low to start with, so if you're looking on the auction house, it's crazy rare.
