Tough Shield and Shield Block are two complete different things, people.

Tough Shield: Shield Block Value. That means that whenever you do block with your shield, more damage is absorbed by it.

Shield Block: Shield Block Rating. That means the chance you have to block with your shield increases.

This is mainly to the enchanters on not to mix these two up. They are 100% different.

Any prot paladin worth his salt will have the Libram of repetance, giving holy shield +35% block rather than +30%. Your point stands, though.

This is a really nice enchant! Warriors are pretty much uncrushable naked with a shield, so I think they will always prefer Major Stamina, but Paladins are always fighting to reach and then maintain uncrushable status (102.4% avoidance = %dodge + %parry + %miss + %block + 5%), or trying to get rid of avoidance gems in favour of Solid Stars of Elune, or trying to free up a trinket slot for a +51 stamina trinket like Darkmoon Card: Vengeance or [url=http://w
