Was basically implentented in 3.1 since Blizzzard noticed that not many Caster DPS/Healers used staves because a Main-Hand + Off-hand combo offered more spellpower therfore making it better.

Adding this enchant to an Ulduar staff would prob be an upgrade to most Naxx Main-Hand + Off-hand combos.

All in all, it's an interesting enchant maybe more people will use staves now.

Ok, this is going to sound like a REALLY stupid question, but, it's been bugging me for a while. When I get weapons as a reward for quests, some don't list their level, just the item level. When looking to enchant the item, and the recipe says i need a level 60 or higher item, does that mean item level or character level?
