This is the sad thing about the more recent expansions - previously the enchanter would have to buy the bars from a miner, or buy the leather off a skinner to craft enchanted materials which they could then sell on to the leathercrafter, engineers or blacksmith.
Given those of us who are blacksmiths, engineers are usually miners, and leathersmiths tend to also ve skinners, there was a little bartering here between these professions and the enchanter to get a good price for the mateirals they wanted, and allow the enchanters to sell off any excess on the AH. Everyone was a winner.
For example, the enchanted thorium bar used to be crafted by enchanter's using our extra stacks of thorium.
These days things are different.
For some inexplicable reason, miner's can now craft enchanted thorium bars instead of enchanters, by purchasing the required enchanting resources. This was a strange choice IMO given that enchanted leather is still crafted by enchanters, and requires purchase of the needed leather off skinners, and why it was stripped from enchanters is anyone's guess*.
Now this enchanted elethium is crafted by enchanters, but does not require the elethium or smelthing into bars first.
This is sad news for us miners since although we are not cut out of the process we are only mining raw materials and not refining them first. Sadly the same applies to almost all the ores from Legion content onwards, with only a few blacksmithing , or other profession recipies calling for refined ingots. While this may save a little time, it detracts heavily from the immersion of the game, and leaves our smelting skill nigh redundant - it also leads to a massive stockpile of ores that we simply can not get rid of because they are not being refined down into ingots.
Enchanters also get the new enchanted heavy callous hide which is fine, and requires some dealings with the skinners to obtain the materials needed to craft, when they can then sell back to leathersmiths, etc and shove on the AH.
A completely new material this time is enchanted lightless silk the materials for which can be picked up via looting by anyone. This is a sad day for tailors given that previously any enchated cloth was of the bolt variety, such as imbued netherweave, and could be crafted by the tailor. Although it would have made more sense for the enchanter to have crafted these in the first place.
* Please note that while there is an enchanted elementium bar that waas smelted by miners already, this is a very special case for a specific quest.

It hasn't really been a "sad thing" since mid-WotLK or so. After that point, leveling became faster and those of us who had always loved professions were able to have enough max level toons to do it all. For more than 2/3 or more of the game, rather than buying the crafted reagents off the AH, crafting-oriented players have done it like this: Druid farmer(herb/ore) puts gathered mats into the private gbank or sends to mat mule toon, enchanter or alchemist turns them into needed reagent, then passes them to the Engi/BS/LW toon who needed mats.
