The intellect bonus is calculated after the bonuses from gear, so it grants more intellect as you get better gear.
In Cataclysm, it seems like this will be changed from 5% intellect to 5% mana pool increase. Quite a bit of a difference.
Edit: And with Pandaria around and with no one gaining mana from intellect anymore, this gives gnomes a 15000 additional mana in their pool for a total of 315000 mana.
