TheWoWDBObtained from Corrupted Tooth item. They may have increased the drop rate on this since adding the associated achievement Broken Isles Skinning Technique. I managed to get from Duskcloak Panthara within 250 Fiendish Leather in the Petrified Forest. Go to the bottom where the tar area is near Tar Spitter and the respawn is super fast.
