Currently level 87, skinning skill has been max for a week, high value beasts have a shimmer around them and drop 5-10 skins, or scales, frequently adding 1-2 void-tempered hides or void-tempered plating, with occasional skill up hide. I have not noticed any benefit from "sharpen your knife", I would suggest saving that skill for a non-high-value skin.
from what I've seen so far, and I'm only at L82, I've gotten no benefit from "sharpen my knife" before skinning. My last skinning of a HV beast was a skill up hide and nothing else. Maybe your luck is just a bit better. As when I smk and skin a regular beast I think I have about a 1 in 3 chance for a skill up hide.
