TheWoWDBSo, according to the the in-game information (under "unlearned recipes") this can be learned under tailoring at 255 skill, or discovered in a heavy junkbox but the tailor at Orgrimmar will not teach this recipe.
Wowpedia states this is taught by a pattern, and the auction house usually have a fair few up for sale. But the thing is, the "unlearned recipes" typically has a different description if this is the case (either "world drop" for random recipe drops, or "sold by X" for example) this it is strange that in this one case it lists the 255 skill requirement, if it is only found in a lockbox
