TheWoWDBIf you are a tailor/enchanter, and have a friend that is an alchemist (or just buy the frost oil from the AH), I would definitely camp the NPC's for this recipe (hilsbrad foothills if you are alliance http://www.wowhead.com/?npc=2381, Dustwallow marsh for Horde http://www.wowhead.com/?npc=6567) If all else fails, buy it from AH
While the stats aren't that great for comparable level cloaks that can be found/quested for, the ability for an enchanter to make an item to readily DE for a large glowing shard is worth it.
