I got rank 3 today, to which I've mined Felslate related Basilisk's by the multitude on the Broken Isles and on the Broken Shore...
I got Rank 3 mining the Felfire Basilisk's around the Northern section of Felsoul Hold...
Ondri (A female Bloodelf) spawned at location 27.4, 62.1, after mining a Felfire basilisk, a Felslate Basilisk spawned, at the same time Ondri popped up...
Once you get the Rank 3 quest from Ondri, you need to meet her in Suramar at cave location entrance: 64.3, 54.2. If you have the Vineyards Portal, use that
to get you very close to the cave entrance...
Her Summoning Crystal is at: 63.0, 53.8...
I found her to be fairly easy to kill on my ilvl 902 Feral Druid...
Once she's dead, go and see Felsmith Nal'ryssa at 30.0, 53.3...
You should now have Rank 3 in Living Felslate...
By the way, I feel that I managed to get Rank 3 only by the BS RNG, but it may be possible that by killing Felfire Basilisk's it may improve your chances...
