PTR - Don't know where the recipe is from yet, but empty energy cells come from chests and it costs 500 spare parts to charge them. So this is 2000 spare parts to craft, which is about 1.5-2 hours of farming. I'd expect this to sell for 15-40k depending on server size (after the initial rush where prices are crazy high).
If you're farming [item=168327] for e.g. [item=167751] which summons the X-995 Mechanocat, or for rings such as [item=169113], the rare mobs that drop it, and the associated drop rates are shown within the TomTom and Paste* coordinates below.
