TheWoWDBBest place to farm for the scales for this are over on the Fenris Isle area south of UnderCity. For Alliance though, its better to fight over in the Westfall area.

OR, if you are a Night Elf, you can simply work the Murloc mobs on the southern coast of Darkshore. That's where I farmed about 22 when I was making the set for my hunter. Drop rate was about 22% I think between the different mobs that would drop them.
