TheWoWDBUsable scroll that has a random effect. (I've heard reputation gains and artifact power gains.) The scroll itself has a 1 week cooldown on use (it doesn't say anywhere on the item or on the recipe however. Not sure if this resets on Tuesdays or 7 days from its use.)
The one I used granted me 250 Artifact Power (used at level 107).
