How it works
It does not trigger the global cooldown, so it can be used between other casts.
- Effect 1 is Apply Aura (effect type 6). It applies aura type 23. It ticks every 0.3 sec. It triggers Starfall.
What it does
Starfall is a spell with an instant cast, no range (it targets the caster), a 10 sec cooldown and effects that last 5 sec. When cast it applies an aura every 0.3 sec. It also casts Starfall (record #140529).
