TheWoWDBConfirmed as a new pet for WotLK.
He is sold for 60 silver by a vendor in Lake Wintergrasp. So far he can be summoned anywhere, even though his tooltip says "He really requires water".
Edit: He was taken out before WotLK went live =( Hopefully he will reappear at some point...
