You get this spell/pet from the Truesilver Shafted Arrow which is obtained from the Pledge of Adoration: City or the Gift of Adoration: City.

You can get these items from Guards and Non-Guard NPCs during the Love is in the Air holiday event in your faction's capital cities.

EDIT: You can now get this pet by buying the Truesilver Shafted Arrow from the Lovely Merchant for 40 Love Tokens during the Love is in the Air holiday event in your faction's capital cities.

Total time to obtain: 4 days with easy dailies, if nothing else is done.
Ease of completion: Easiest, can't possibly get any easier. Not even if they simply tossed you the reward.
Largest Annoyance: Ugliness of pet.
Level required: NONE.

Instructions: Vendor is inside all major cities. Do the dailies to either side of the vendor over four days or complete charm bracelets for extra credit. Should be obvious where the vendor is, just look for the green uglies inside the horribly decorated heart stand.
