I'm sorry, I'm not fluent in English but I have no idea what this racial means. Do you get money when you get a haste effect that at least increases your attack/casting speed with 1% or?To answer your question, in this case "cash in" is just a clever way of saying "you get". I'm assuming Blizzard chose to use this phrase because of Goblin's innate greed and love of money. This racial has absolutely nothing to do with money however, it's just clever phrasing.
Time is not Money. "Time" is track 3 on Dark Side of the Moon. "Money" is track 5 on Dark Side of the Moon. The goblins are clearly not fans of Pink Floyd or they would know this by now :D
